These projects range from rehabilitation to ground-up stick built construction to modular projects. In most projects, Thurmond Consulting conducts Grant Writing, Reporting, and Monitoring, Construction Management and Oversight, and Strategic Planning Services throughout all stages of a project. From project conceptualization to financing approaches to construction oversight and leasing, our team prides itself in providing a seamless development process from start to finish. Working in partnership with the City of Orland and the County of Glenn (Applicant), Habitat for Humanity acquired the Orlanda Inn Motel and coordinated the renovations and new construction needed for tenancy. The 14 existing units will be demolished and 33 new units and a conference/multipurpose room will be constructed through Homekey 2.0. The project helps the City towards meeting low-income housing numbers in their Housing Element giving the opportunity to be eligible for additional funds from the state. The project is estimated to serve between 35-50 people in need of housing and reduce the financial impact on City and County Services. Habitat for Humanity would own and operate the 33-unit facility, while Glenn County Health and Human Services would provide a number of social services to residents, ranging from behavioral health to employment skills. The tenancy is based on a vulnerability index to ensure the most in need are housed first. The East Beamer Way Campus showcases a new approach to serving people experiencing homelessness in the Yolo County area. In 2021, the City of Woodland completed constructed on an 100-bed Emergency Shelter to provide an interim solution to homelessness in the area (“Phase 1”). This project was soon followed by the development of sixty-one (61) modular units of permanent supportive rental housing for individuals and families that are currently homeless. Throughout the site, tenants shall have access to a Community Center, recreational areas, walking pathways, benches, and deck space for good neighbor interactions. The 61 units of housing were completed in November 2022 (“Phase 2”) as part of Homekey 2.0. In addition to the Community Center, Parcel 2 shall offer a mobile clinic housed within a specially outfitted 38’ Gas Winnebago (“RV”). The RV, procured by the County of Yolo Health and Human Services, shall provide additional health services for the individuals housed within the East Beamer Way campus. The clinic is replete with a reception desk, interior wheelchair lift, procedure table, monitor, entertainment panel, and all necessary medical equipment necessary for patients. The clinic shall be used for check-ups and assessments that can happen onsite. Any examinations or procedures that are more advanced in nature shall be referred to the nearest hospital. A former Travel Inn & Suites Hotel was transformed into affordable housing units for a community of low-income seniors, disabled individuals and veterans who are currently struggling with homelessness. Prosperity Village consists of sixty-one (61) units and includes supportive services from case workers and other onsite providers. All 61 housing units serve the 30% Area Median Income (AMI) level. The Development program includes a recreational community room and a large event space that is used for meetings or presentations. Prosperity Village rehabilitation began in mid-2021 and received certificate of occupancy later that year. Additional rehabilitation efforts shall occur in 2023. Harmony Village is a sixty-two (62) unit of permanent supportive housing in Sutter County for low-income individuals who are either homeless or precariously housed, with priority going to veterans, disabled and the elderly. Divided by the Yuba River, Sutter and Yuba Counties border each other and have historically served a population experiencing homelessness who took residence in informal campsites along the river and moved between locations on each side. Homekey funding provided an opportunity for Sutter County to build on its experience with the Project Roomkey program and provide permanent, supportive housing that has blossomed into a successful and thriving community. © 2025 Thurmond Consulting, LLC.
